FMCSA Publishes 2020 Unified Carrier Registration (UCR) Fees

The Federal Motor Carrier Safety Administration (FMCSA) has published the annual Unified Carrier Registration (UCR) fees for interstate motor carriers for 2020. The FMCSA, which has oversight of the Unified Carrier Registration Plan, published the final rule-making on February 13, 2020 and the new fees go into effect immediately.

For the third consecutive year, those businesses subject to UCR will see a reduction in fees. The fee reductions for 2018-2020 are based on the recommendations from the UCR Board of Directors to FMCSA following several years of higher than expected collections.

The Unified Carrier Registration Act, established in 2005, requires motor carriers involved in interstate commerce to submit annual fees based on fleet size to supplement funding for state highway motor carrier registration and safety programs. The fee reduction for 2020, was based on a recommendation from the UCR Board of Directors following several years of higher than expected collections.

State enforcement of the UCR requirements commonly begins on January 1st each year. Since the 2020 registration had to be delayed several months, state enforcement will not begin until June 1, 2020.
