FMCSA Proposes Increasing 2025 Unified Carrier Registration (UCR) Fees

The Federal Motor Carrier Safety Administration (FMCSA) has proposed an increment in registration fees collected by participating states from motor carriers, brokers, freight forwarders, and leasing companies for the Unified Carrier Registration (UCR) Plan and Agreement, starting from the 2025 registration year onward.

For the 2025 registration year, fees are proposed to rise by an average of 25% compared to the 2024 fees, with varying increases ranging from $9 to $9,000 per entity, dependent on the relevant fee bracket. This proposal aligns with recommendations from the UCR Plan.

The UCR Plan offers suggestions for fee adjustments to the Secretary of Transportation in cases where revenue collections result in a shortfall or surplus from the authorized statutory amount. Such fee adjustments are mandated by federal statute.

This proposed increment for 2025 comes after two consecutive years of UCR fee reductions. Fees for the 2023 registration year decreased by an average of 31.2% from the 2022 fees, and the fees for the 2024 registration year decreased by an average of 8.9% from the 2023 fees.

Both fee adjustment recommendations from the UCR Plan, especially the 2023 recommendation (for 2024 registration year fees), foresaw a necessity to raise fees around the 2025 registration year due to the anticipated depletion of funds from excess collections that prompted the two years of fee reductions.

It's worth noting that the proposed 2025 fees remain below those in effect during the 2019-2022 registration years. The FMCSA invites public comments on the proposed increase for 30 days, starting from Tuesday, Jan. 9, accessible at www.regulations.gov by searching Docket No. FMCSA-2023-0268.
