FMCSA Publishes 2019 Unified Carrier Registration (UCR) Fees

The Federal Motor Carrier Safety Administration (FMCSA) has published the annual Unified Carrier Registration (UCR) fees for interstate motor carriers for 2019. The FMCSA, which has oversight of the Unified Carrier Registration Plan, published the final rule-making on December 28, 2019 and the new fees go into effect immediately.

The FMCSA has reduced the 2019 UCR fees for motor carriers at all levels by 4.5%, based on the recommendations by the UCR Board of Directors. This follows a 9.1% reduction in 2018.

The Unified Carrier Registration Act, established in 2005, requires motor carriers involved in interstate commerce to submit annual fees based on fleet size to supplement funding for state highway motor carrier registration and safety programs. The fee reduction for 2019, was based on a recommendation from the UCR Board of Directors following several years of higher than expected collections.

State enforcement of the UCR requirements commonly begins on January 1st each year. Since the 2019 registration had to be delayed several months, state enforcement will not begin until 90 days after the fees go into effect; that is, not until April 1, 2019.
